India’s regulatory framework for product standards continues to evolve as the Bureau of Indian Standards (BIS) introduces updates to support industry transition and compliance. In its latest notification, BIS has announced an extension of the implementation deadline for the revised IS 2046 (Part 1 - 8): 2025 standard, which covers Decorative Thermosetting Synthetic Resin Bonded Laminated Sheets
This decision allows manufacturers additional time to transition from the earlier standard >IS 2046:1995 to the revised version introduced in 2025. By extending the concurrent running period of the two standards, BIS aims to ensure a smooth transition for manufacturers while maintaining product quality and compliance with Indian Standards.
The IS 2046 standard specifies requirements for Decorative Thermosetting Synthetic Resin Bonded Laminated Sheets, which are widely used in furniture manufacturing, interior design applications, decorative panels, and architectural surfaces.
To modernize the specification and align with evolving industry practices, BIS revised the earlier IS 2046:1995 standard and introduced a new multi-part standard IS 2046 (Part 1–8): 2025.
When the revised standard was first introduced, BIS set 24 September 2025 as the deadline for implementation. However, to support manufacturers in adapting to the updated requirements, the deadline was extended to 24 March 2026.
In its latest update, BIS has further extended the implementation deadline to 24 March 2027, allowing more time for industry stakeholders to transition to the revised standard.
As per the latest BIS update, both the previous and revised standards will remain valid until 24 March 2027.
The standards allowed during this transition period include:
This means that manufacturers and BIS license holders may continue operating under the earlier standard while preparing to comply with the revised specification.
The extension has been granted because the revised IS 2046:2025 standard may not yet be fully implementable across the industry.
According to BIS, a draft amendment to the revised standard is currently under circulation for wider consultation. Extending the implementation timeline ensures that manufacturers have sufficient time to align with the updated requirements once the amendment process is finalized.
This approach helps maintain regulatory stability while supporting industry readiness.
In its latest update, BIS has further extended the implementation deadline to 24 March 2027, allowing more time for industry stakeholders to transition to the revised standard.
For manufacturers producing Decorative Thermosetting Synthetic Resin Bonded Laminated Sheets, the extension provides a valuable transition period to prepare for the revised standard.
Manufacturers can benefit from:
Companies holding BIS ISI certification under IS 2046 should use this extended period to review product specifications, testing procedures, and documentation requirements to ensure compliance before the final deadline
Decorative laminated sheets are widely used in residential and commercial interior applications, including:
Updates to the IS 2046 standard are important because they ensure that products meet modern safety, durability, and quality expectations.
By extending the implementation deadline, BIS provides manufacturers with the opportunity to gradually adapt their manufacturing processes and testing procedures without disrupting production or supply chains
The extension of the implementation deadline for IS 2046 (Part 1–8): 2025 demonstrates BIS’s effort to balance regulatory progress with industry readiness.
By allowing the concurrent running of IS 2046:1995 and IS 2046 (Part 1–8): 2025 until 24 March 2027, BIS ensures that manufacturers have sufficient time to align with the revised standard while maintaining compliance with Indian regulatory requirements.
Manufacturers and BIS license holders are encouraged to begin reviewing the revised standard and prepare for full implementation well before the final deadline.
